The richest member of the cabinet is claiming every penny of his taxpayer-funded second home expenses - despite having use of a luxurious grace and favour castle. The Northern Ireland Secretary Shaun Woodward, who is married to the supermarket heiress Camilla Sainsbury, claimed the maximum £23,083 under the controversial additional cost allowance.
